In order for faculty and students to realize the university vision ("The faculty are dedicated to challenging students and fostering excellence in the classroom and beyond. GCSU seeks to endow its graduates with a passion for achievement, a lifelong curiosity, and exuberance for learning.") it is necessary that the faculty and students be given access to the proper resources. Hence, if the library collections budget per student cannot attain the average level of all COPLAC institutions, departments may charge a course fee in accordance with USG BOR policy 704.0225: OTHER ELECTIVE FEES AND SPECIAL CHARGES. A committee of department faculty and majors within the department, whose composition must have at least 50% student representation, shall determine the processes and procedures associated with the fee. The fee plus the GCSU Library collections budget per student for the library may not exceed the library collections budget per student of the average level of all COPLAC institutions.
